Plans for the new Building Services Forum (February 8th, 2018, at The Building Centre, Shore Street, London), are taking shape and we are delighted to announce the involvement of Zero Trace Procurement (ZTP), whose eye-opening seminar is set take you on a “walk along the legislation tightrope”.
The inaugural Building Services Forum will open up the debate about the future of building services in the UK, exploring topics as diverse as new legislation, cyber security – foremost in our minds after the recent NHS cyber attack – intelligent buildings, energy management/procurement, well buildings, the Internet of Things and more.
This month, ZTP’s Joe Warren and Alex Hill, give readers an insight into their timely seminar, “Walking the Legislation Tightrope to Mitigate Unnecessary Business Costs”.
Joe and Alex told us: “With a large amount of legislation surrounding utilities, it is becoming increasingly difficult to stay compliant and mitigate costs. ZTP’s seminar will give an overview of both current and future legislation linked to electricity, gas and water consumption for all commercial bill payers.”
The seminar will provide a full explanation of all relevant legislative measures and examples of the costs involved to the end user. These costs are not solely based around compliance (or non-compliance) but energy costs as a whole. In addition to looking at the effect of legislation on the price of energy ZTP will also provide estimated energy costs up to 2021.
Joe and Alex continue: “As a first step to mitigating the cost of energy legislation, businesses must first be aware of legislation that affects them.”
The seminar will touch on the following topics to aid with this initial step:
Water Market deregulation – As of April 1st 2017 customers are free to choose their water provider for retail services in England. Scotland has already been deregulated. Wales and Northern Ireland have a separate regulator.
P272 – By 1st April 2017, all “max demand” electric meters (Profiles 05-08) should have been converted to Half Hourly meters.
DCP161 – From 1st April 2018 distribution networks will pass on penalty charges to suppliers who will ultimately charge consumers for those sites exceeding their agreed capacity on Half Hourly meters.
DCP228 – Watering down of RED time band DUoS charging. Spreading cost to GREEN and AMBER time bands.
Project Nexus – Tracking Gas Consumption and AQ to enable more accuracy in contracting and billing.
CRC – Carbon Reduction Commitment – Requirement for users with 6 GW of electricity supplied through at least one HH meter to report on carbon emissions and pay for allowances for these emissions. Although due to be abolished in 2019 it is understood that costs will move directly onto energy bills and the reporting will remain mandatory.
ESOS – Energy Savings Opportunity Scheme – As of 2015 companies with 250+ employees OR an annual turnover exceeding £50m AND balance sheet total exceeding £43m must complete an energy audit incorporating a minimum of 90% total energy use across the business. Assessments must be carried out every 4 years.
Heat Networks – Providers of heating, cooling or hot water to a final customer, including multi- tenanted buildings, should have notified the National Measurement Office and be ready to complete the “viability” tool when ready. (This is expected in Autumn 2017).
BNO – Building Network Operator. A Building Network Operator is a term used to describe an organisation that owns or operates the electricity distribution network within a multi occupancy building between the intake cut out position (first point of isolation) and the customer’s installation.
“If not successfully identified and managed, the cost of legislation compliance can become overwhelming. We look forward to helping companies mitigate these costs wherever possible,” said Alex and Joe.
